The Intermunicipal Community of Tâmega e Sousa is a legal person governed by public law, with an associative nature and territorial scope, and aims to achieve the common interests of its member municipalities. It is governed by Law no. 75/2013, of 12 September, its Statutes and other applicable legal provisions.
 

Without prejudice to the attributions transferred by the Central Administration and the municipalities, the CIM Tâmega e Sousa has the following aims:

• Promoting the planning and management of the economic, social and environmental development strategy for the area covered
• Coordinating municipal investments of intermunicipal interest
• Participating in the management of regional development support programmes, namely within the respective Community framework
• Planning the actions of intermunicipal public bodies
   

The Intermunicipal Community of Tâmega e Sousa is responsible for ensuring that the actions of the municipalities and central administration services are coordinated in the following areas:
 

• Public supply networks, basic sanitation infrastructures, wastewater treatment and urban waste
• Health facilities network
• Education and vocational training network
• Spatial planning, nature conservation and natural resources
• Security and civil protection
• Mobility and transport
• Public facilities networks
• Promotion of economic, social and cultural development
• Cultural, sports and leisure facilities network
   

The Intermunicipal Community of Tâmega e Sousa is also responsible for appointing representatives from local authorities to public bodies and business entities whenever the representation has an intermunicipal nature.

To ensure the pursuit of its objectives, the Intermunicipal Community of Tâmega e Sousa may also, under the terms of the applicable legislation:
 

• Create and operate their own services
• Create or participate in associations, companies, co-operatives and foundations
• Partner with other public, private or social and co-operative sector organisations
• Set up intermunicipal companies
• Concession the management and operation of services
